David Bange
City Engineer

David Bange began his tenure as the City Engineer for the City of Jefferson in 2013. Mr. Bange began working for the City in 2003. Since that time he has held the positions of Design Engineer, Engineering Supervisor, and Engineering Division Director.

Mr. Bange has over 12 years of experience in the field of engineering. He is a licensed professional engineer having earned his bachelor’s degree in Civil Engineering from the University of Missouri, Columbia in 2002.








Britt E. Smith, P.E.
Operations Division Director 
Airport, Parking, Street and Central Maintenance Divisions

Britt E. Smith, P.E. began his tenure as the Operation Divisions Director, for the City of Jefferson in 2011.  Mr. Smith began working for the City in 1995. Prior to that time he held the positions of Civil Engineer, and Street & Parking Division Director.

Mr. Smith has over 20 years of experience in the field of civil engineering.  He is a licensed professional engineer and earned his bachelor’s degree in Engineering from the Missouri University of Science and Technology (formally University of Missouri, Rolla) in 1991.  In addition to working for the City of Jefferson, Mr. Smith has held positions with the MECO Engineering of Jefferson City Missouri and with the Missouri Department of Conservation.

Eric Seaman
Wastewater Division Director

Eric Seaman, P.E. began his tenure as the Wastewater Division Director for the City of Jefferson in 2004.  Mr. Seaman began working for the City in 2003 as Assistant Wastewater Director.
