Intent to apply for Federal Transit Administration Section 5310 Grant Funding
August 8, 2023
JEFFTRAN intends to apply for FTA Section 5310 formula grants, which targets agencies serving the mobility needs of senior citizens and/or persons with disabilities. MoDOT administers the Section 5310 program as a capital program to procure and fund 80% of the cost of vehicles for such agencies as developmental disability resource boards (Senate Bill 40 boards), sheltered workshops, senior citizen services boards (House Bill 351 boards), and senior centers as well as not-for-profit medical service agencies.
Notice is hereby made that JEFFTRAN intends to apply for financial assistance to continue to serve the mobility needs of senior citizens and/or persons with disabilities in Jefferson City, Missouri by purchasing replacement paratransit buses. 
The transportation service is available to the general public during all hours of operation. The project is expected to be financed by Federal Section 5310 public transportation funds with additional funds to be provided from the City of Jefferson.
Comments on the proposed project are invited from the general public, private bus and taxi companies, other public transportation providers and human service agencies. Interested parties may comment on the project or obtain more details about the project by contacting:

JEFFTRAN Announcement – Return of Orange (MO Blvd) Route and Black (Capitol Mall) Route

April 5, 2023
The Orange (MO Blvd) Route and Black (Capitol Mall) Route will return to regular operation on April 10th. Busses on these routes will operate on a 40-minute headway and stop at the regular stops. 
Unfortunately, driver shortages caused the City of Jefferson to institute adjustments to all fixed bus routes in February of 2023.  In order to maintain service, the six-route system was adjusted to an alternating route system operating on an 80-minute headway instead of the regular 40-minute headway. 

While the Orange (MO Blvd) and Black (Capital Mall) routes have returned to a 40-minute headway all other routes will remain on the temporary 80-minute headway until the driver shortage has been resolved.

JEFFTRAN Route Adjustments (Press Release)

Temporary Route Adjustment Timetables
Due to a driver shortage, the City of Jefferson is instituting adjustments to all six fixed-route bus routes.  The current six-route system will be adjusted into an alternating route system operating on the same roads and stopping at the same bus stops.  The busses will be on an 80-minute headway instead of the current 40-minute headway. 

The Green (High St. East) route and Gold (High St. West) route will alternate, forming one combined route.
The Black (Capitol Mall) route and Orange (Missouri Blvd.) route will alternate, forming one combined route.
The Blue (Southwest) route and Red (Business 50 East) route will alternate, forming one combined route.

A timetable of the adjusted system can be found on the JEFFTRAN website.
The adjusted routes will take effect on February 6th.

Face Masks Required on Buses and at Stops

Federal Mandatory Face Mask Order In Effect 

Wearing a face mask that covers the nose and mouth is required:

  • at shelters/transfer points
  • in boarding areas
  • on JEFFTRAN buses and vehicles 

The Centers for Disease Control and Prevention (CDC) issued an order requiring all operators and transit customers to wear face masks at transit stops and on board to prevent the spread of COVID-19. The order went into effect Feb. 1. According to the order, customers must wear masks while waiting at transit stops, boarding, disembarking, and the whole time on board. The order includes other transportation such as airplanes, taxis, trains, etc. 

The following are attributes of masks needed to fulfill the requirements of the Order. CDC will update this guidance as needed.

  • A properly worn mask completely covers the nose and mouth.
  • Cloth masks should be made with two or more layers of a breathable fabric that is tightly woven (i.e., fabrics that do not let light pass through when held up to a light source).
  • Mask should be secured to the head with ties, ear loops, or elastic bands that go behind the head. If gaiters are worn, they should have two layers of fabric or be folded to make two layers.
  • Mask should fit snugly but comfortably against the side of the face.
  • Mask should be a solid piece of material without slits, exhalation valves, or punctures. 

The following attributes are additionally acceptable as long as masks meet the requirements above.

  • Masks can be either manufactured or homemade.
  • Masks can be reusable or disposable.
  • Masks can have inner filter pockets.
  • Clear masks or cloth masks with a clear plastic panel may be used to facilitate communication with people who are hearing impaired or others who need to see a speaker’s mouth to understand speech.
  • Medical masks and N-95 respirators fulfill the requirements of the Order. 

The following do not fulfill the requirements of the Order.

  • Masks worn in a way that does not cover both the mouth and nose
  • Face shields or goggles (face shields or goggles may be worn to supplement a mask that meets above required attributes)
  • Scarves, ski masks, balaclavas, or bandannas
  • Shirt or sweater collars (e.g., turtleneck collars) pulled up over the mouth and nose.
  • Masks made from loosely woven fabric or that are knitted, i.e., fabrics that let light pass through
  • Masks made from materials that are hard to breathe through (such as vinyl, plastic or leather)
  • Masks containing slits, exhalation valves, or punctures
  • Masks that do not fit properly (large gaps, too loose or too tight)

Dunklin Street Bridge Replacement Detours

On April 15, 2019, the City of Jefferson, Missouri Council approved the replacement of the Dunklin Street bridge, which will affect the Orange/MO Blvd. as well as the Blue/Southwest Route.  (High resolution maps in the links in the previous sentence.)

The construction detour will go into effect April 29, 2019. Service to stops 258, 259 and 260 are suspended during construction.

Adjustments to Routes Proposed

JEFFTRAN proposes adjustments to routes as outlined in the PDF files below.  These adjustments have been endorsed by the Public Transit Advisory Committee, and the Public Works Committee has referred the proposal to the City Council.  A public hearing on these routes will be held at the 6:00 PM at the City Council meeting on May 6, 2019.  Persons wishing to comment may do so in person at the public hearing; by email  to Mark Mehmert;  or by mail at JEFFTRAN, 820 E. Lincoln University, City of Jefferson Agree to Universal Access Transit Pass Pilot Project
January 30, 2018

 

 

 

Lincoln University and the City of Jefferson have agreed in principle to a pilot project in which all Lincoln University students and staff will have unlimited access to JEFFTRAN’s fixed routes for the remainder of the 2018 Spring Semester.

 

 “This agreement is just one more way we as a city are partnering with our home-town university”, Jefferson City Mayor Carrie Tergin said.  “Lincoln staff and students can now simply show their current Lincoln-issued ID and ride any of JEFFTRAN’s fixed routes, and no cash or passes are needed.  We are calling the program ‘U-Pass’.”

 

 Lincoln University officials estimate two-thirds of students residing on campus do not have a vehicle, and five of JEFFTRAN’s six routes go by Lincoln’s campus on Dunklin Street.

 

 “We think this agreement will make it easier for Lincoln student to get to shopping destinations, entertainment options and to employment opportunities off campus”, noted Transit Division Director Mark Mehmert.  “It may also help students and staff with potential parking issues.”

 

 JEFFTRAN provides nearly 287,000 rides to customers each year.  Approximately 52,000 of those rides were on Handiwheels, a paratransit service.

Automatic Vehicle Location (AVL) System Nears Release
January 22, 2018

Working in partnership with DoubleMap, Inc, JEFFTRAN has released a new grant-funded Automatic Vehicle Location (AVL) system.  

Bus riders can now see the location of all JEFFTRAN's fixed route buses and determine the Estimated Time of Arrival (ETA) of buses at any designated bus stop in Jefferson City.  

The system is viewable on web browers or via a mobile app for smartphones and tablets.

JEFFTRAN System-Wide Assessment Public Meeting


JEFFTRAN and the Capital Area Metropolitan Planning Organization (CAMPO) will hold a public meeting on Tuesday, October 17, 2017 to gather input on a draft Final Report for the JEFFTRAN System-Wide Transit Assessment.

CAMPO contracted with Lochmueller Group in the spring of 2017 to conduct a system-wide assessment of JEFFTRAN. The assessment includes evaluation of current service, data collection, public outreach, and a service plan with recommended improvements. The assessment will result in two reports, the Existing Conditions Report and a Final Report with recommendations. The assessment will be completed by October 31, 2017.

In accordance with requirements of the U.S. Department of Transportation as set forth in 49 CFR
Part 26, as amended, the City of Jefferson, Missouri hereby notifies the public that it is
recommending the following Disadvantaged Business Enterprise (DBE) Goal for the Transit Division
(JEFFTRAN)City of Jefferson for applicable procurement contracts, including vehicle fuel, oil and
antifreeze, during Fiscal Year 2017, beginning November 1, 2016 and ending October 31, 2017; Fiscal
Year 2018, beginning November 1, 2017 and ending October 31, 2018; and Fiscal Year
2019, beginning November 1, 2018 and ending October 31, 2019. The overall total DBE goal

2017, 2018 Y 2019
De acuerdo con los requisitos del Departamento de Transporte de los Estados Unidos según lo
establecido en 49 CFR Parte 26, según enmendada, la Ciudad de Jefferson, Missouri por la presente
notifica al público que está recomendando el siguiente objetivo de la División de Tránsito
JEFFTRAN) Ciudad de Jefferson para los contratos de aprovisionamiento aplicables, incluyendo

JEFFTRAN is Closed January 13, 2017

The forecast has shifted, and therefore the decision has been made to close JEFFTRAN operations for tomorrow.

 

Again, JEFFTRAN will not operate tomorrow. All fixed routes as well as Handiwheels service is suspended for January 13, 2017.

 

We don't take this decision lightly. The safety of our passengers, drivers and others on the road is paramount.

 

We appreciate your patience as we adjust to a changing weather forecast.

Severe Weather Anticipated

With ice accumulation in forecast for tomorrow, it's possible JEFFTRAN's fixed routes as well as Handiwheels could be affected.  We are closely watching the forecast.  While we will do our best to operate, we want to be certain we are operating safely.  

If a decsion is made to suspend service for safety reason, we will post on our Facebook page, provide an update here on our website, and notify the media.

Three New Handiwheels Buses Arrive

JEFFTRAN is pleased to announce the arrival of 3 new Handiwheels buses.  The new buses replace some 2006-vintage units which had over 200,000 miles on them!  

The new buses also feature the new logo on the front.  We are looking forward to years of reilable service from these new buses.  JEFFTRAN would like to thank our partners at MoDOT's Multimodal Division and the Federal Transit Administration (FTA) for their assistance in the procurment of these buses.

REMINDER

The next Public Transit Advisory Committee will meet on Tuesday, July 26 from 1:30 PM to 2:30 PM at City Hall in the Boone/Bancroft Room. 

PUBLIC NOTICE  10-13-15

JEFFTRAN intends to apply for FTA Section 5310 formula grants, which targets agencies serving the mobility needs of senior citizens and/or persons with disabilities. MoDOT administers the Section 5310 program as a capital program to procure and fund 80% of the cost of vehicles for such agencies as developmental disability resource boards (Senate Bill 40 boards), sheltered workshops, senior citizen services boards (House Bill 351 boards), and senior centers as well as not-for-profit medical service agencies.

Public notice is hereby made that JEFFTRAN intends to apply for financial assistance to serve the mobility needs of senior citizens and/or persons with disabilities in Jefferson City, Missouri by purchasing two replacement paratransit buses and one lowered-floor mobility vehicle.

The transportation service will be available to the general public during all hours of operation. The project is expected to be financed by Federal Section 5310 public transportation funds with additional funds to be provided from the City of Jefferson.

The total federal share is expected to be $126,537. Comments on the proposed project are invited from the general public, private bus and taxi companies, other public transportation providers and human service agencies. Interested parties may comment on the project or obtain more details about the project by contacting: Mark Mehmert, Transit Director, 820 E Miller St. Jefferson City MO 65101, 573-634-6499.

Human service agencies that receive assistance from other Federal agencies for non-emergency transportation services are encouraged to participate and coordinate with the provider in the planning, design and delivery of transportation services. Agencies may obtain copies of the service proposal and submit proposals for service coordination. Agencies may request copies of the project service description from the above named person and may submit comments on the service as described. If you wish to comment on any aspect of the proposed project, submit a proposal or a request for service coordination or request a public hearing on the project, you must make your interest known in writing within ten days of the date of this publication and provide your comments within ten days of your receipt of the project service description. Your requests and/or comments must be forwarded to the above person.

Lafayette Street Interchange Construction Affects JEFFTRAN Routes
