Analysis of Impediments to Fair Housing
The Analysis of Impediments to Fair Housing (AI) is a U.S. Department of Housing and Urban Development (HUD) mandated review of impediments to fair housing choice in the public and private sector. The AI includes a review of demographic and housing market data, legislation, regulations affecting fair housing, public education and outreach efforts. The AI allows the City to identify any existing impediments or barriers to fair housing choice and to develop an action plan containing strategies to mitigate such barriers.
Annexation Plan (1996)
The 1996 Annexation Plan was prepared and adopted in conjunction with the 1996 Comprehensive Plan for the City. The plan evaluates various annexation possibilities and areas. Several annexation proposals have been developed and put before the voters since the adoption of the Annexation Plan, with some of those proposals approved for annexation by the voters and some not.
Airport Master Plan
This Airport Master Plan defines a development concept for Jefferson City Memorial Airport over the course of a 20‐year planning period. This plan provides the City of Jefferson, Missouri with a long‐range vision for airport development that is designed to result in a safe, efficient, economical, and environmentally acceptable air transportation facility that meets both existing and projected aviation demand.

Capital Area Pedestrian and Bicycle Plan
The Capital Area Pedestrian and Bicycle Plan was adopted as a component of the Jefferson City Comprehensive Plan in April of 2017. This regional plan was produced for/by the Capital Area Metropolitan Planning Organization (CAMPO).
Capitol Avenue Plans

East Capitol Avenue Blight Study
The Qualifications for Chapter 99 (LCRA) Designation, otherwise known as a “blight” study, for the Capitol Avenue Study Area has been released. This study was commissioned by the Jefferson City LCRA (Housing Authority) at the request of Mayor Tergin and the City Council.
On August 16, 2016, the study was presented to the LCRA Board of Commissioners by consultant John Brancaglione, of PGAV Planners. The LCRA Board of Commissioners subsequently directed LCRA staff to amend the existing urban renewal plan to incorporate the findings of the blight study and to move forward with evaluating individual building conditions within the western portion of the study area. This plan amendment will provide a more in depth analysis of the western portion of the study area... block by block, and building by building. After the specific conditions of the buildings are known, the urban renewal plan will be updated with realistic land use scenarios that will promote revitalization. Such scenarios will include recommendations on land use, as well as building preservation and removal. While the City of Jefferson Comprehensive Plan and Central East Side Plan promote preservation of historic buildings in the East Capitol Avenue area, there is also a realization that some buildings may be in such poor condition as to require removal. The revitalization plan may also include redevelopment scenarios, for those parcels where rehabilitation/repair is deemed unfeasible.
East Capitol Avenue Urban Renewal Plan
The purpose of the East Capitol Avenue Urban Renewal Area Urban Renewal Plan are to present the findings and conditions of blight in the East Capitol Avenue study area; and to present the plan for the urban renewal project to mitigate or eliminate the conditions of blight in the area.
The Land Clearance Redevelopment Authority (LCRA), as the City's redevelopment agency, prepared the East Capitol Avenue Urban Renewal Plan, at the direction of the City Council (Ordinance No. 15567, approved September 20, 2016). Section 99.430 RSMo provides that prior to recommending an urban renewal plan to the City Council, the LCRA must submit the plan to the planning agency for review and recommendations as to its conformity with the general plan for the development of the community as a whole. The document was delivered to the City on October 26, 2016. The City's planning agency submitted its written recommendations with respect to the plan to the LCRA on November 17, 2016. The LCRA approved the East Capitol Avenue Urban Renewal Plan during their November 22, 2016 meeting.
The East Capitol Avenue Urban Renewal Area Urban Renewal Plan was introduced at the December 6, 2016 City Council Meeting. A public hearing was held before the City Council on December 19, 2016. The City Council passed the East Capitol Avenue Urban Renewal Area Urban Renewal Plan by Ordinance No. 15605.
On January 10, 2017, the Housing Authority held a listening session where the public was provided the opportunity to express their views on prioritizing the properties to be acquired as the urban renewal plan is implemented. Written comments were accepted through January 11, 2017. On January 30, 2017, a joint Housing Authority City Council meeting was held to discuss the results of the prioritization of the properties for acquisition. Five properties were identified for Housing Authority to begin the appraisal process. Those properties are 103 Jackson, 105 Jackson, 108 Jackson, 401 Capitol and 500 Capitol. On February 21, 2017, during the Housing Authority regularly scheduled meeting, an additional two properties, 101 Jackson and 501 Capitol, were selected to begin the appraisal process.
East Capitol Avenue Area Infrastructure Improvements
The joint City of Jefferson’s and Cole County’s East Capitol Avenue Infrastructure Improvement Project is wrapping up. The remaining work is vegetation, which will be planted at optimum time over the next few months, with the last plantings in spring 2018. The intent of the Central East Side Neighborhood Plan is to provide the City of Jefferson and the Jefferson City Housing Authority with guidance as the neighborhood continues to evolve and redevelop.

Comprehensive Plan (Activate Jefferson City 2040)
The City’s Comprehensive Plan serves as the chief means of regulating the changes in land use. Missouri State Statutes empower the city government to exercise control over land uses within the city limits with such a plan (see §§ 89.300-89.490, RSMo Cum. Supp. 1999) and authorize the creation of Planning and Zoning Commissions as the administrative and review body.
Land use categories outlined and authorized in the Comprehensive Plan are somewhat broader and more general than the specific zoning district designations used for the Zoning Ordinance.
The Planning Division staff work to identify and document land use changes and coordinate the features and stipulations of the Comprehensive Plan with the City’s Zoning ordinance and Zoning Atlas. Amendments to the Comprehensive Plan are made periodically as required by development, usage or zoning changes.

Community Development Block Grant 2019-2023 Consolidated Action Plan
The 2019 - 2023 Consolidated Action Plan is designed to help the City of Jefferson to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Consolidated Plan serves as the framework to identify housing and community development priorities that align and focus funding from the CDBG program.

Greening America’s Capitals is a project of the Partnership for Sustainable Communities between EPA, the U.S. Department of Housing and Urban Development (HUD), and the U.S. Department of Transportation (DOT) to help state capitals develop an implementable vision of distinctive, environmentally friendly neighborhoods that incorporate innovative green building and green infrastructure strategies.

The City has an extensive recreational greenway. In 2007, the Greenway Master Plan was adopted and is maintained by Parks and Recreation.
