CDBG-CV Childcare Facility Assistance
The Coronavirus Aid, Relief and Economic Security Act (CARES Act) Public Law 116-136, made available $5 billion in supplemental Community Development Block Grant (CDBG) funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grants).
The goal of the City of Jefferson, with funding from CDBG-CV, is to increase self-sufficiency and economic opportunity for lower-income families and individuals with special needs so that they can achieve a reasonable standard of living. Specifically, the City has established the following priority needs and subsequent goals as a guide for allocating CDBG-CV funding:
- Childcare Assistance;
- Economic Development: Direct Financial Assistance to Childcare Providers that employ 6 or more employees;
- Economic Development: Assistance to Childcare Providers that employ 5 or less employees.

CDBG-COVID 19 (CV)
On March 27th, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to directly address the impacts of COVID-19. As part of the CARES Act, Congress appropriated $5 billion to the U.S. Department of Housing and Urban Development (HUD) for allocation to cities and states through the Community Development Block Grant (CDBG) program. Missouri has been allocated approximately $43M of these CARES Act CDBG funds (CDBG-CV funds).
CDBG-CV funds are designed to help Missouri communities prevent, prepare for, and respond to COVID-19. Eligible activities must clearly tie back to COVID-19 prevention, preparation, or response and can address a variety of unmet needs related to public services, infrastructure, economic assistance, and planning.
On April 12, 2022, the City of Jefferson was notified that the application for the Transformational Housing Project was approved for funding in the amount of $575,760. Please see the award letter here. The grant agreement can be viewed here

Community Development Block Grant Down Payment Assistance Program is accepting new applications.
The purpose of the program is to assist low-to-moderate income first time home buyers with a down payment. Assistance is provided on a "first come first served" basis to eligible applicants. Maximum assistance is $5,000 in form of a no interest loan. If costs exceed this amount, the buyer is responsible for the difference.

Eligible Properties
Any single family residential property located within the corporate boundaries of the City. Program will not assist properties located on land known for toxic or hazards wastes or within the floodplain. To check if your property is located within the floodplain visit FEMA Mapping Center.
Application
The application and associated documents must be submitted at least 30 days prior to closing. A deed of trust and promissory note will be filed on the property for amount of assistance for a term of 5 years. After 5 years the lien will be released.

Emergency Assistance Repair Program-Accepting Applications
The purpose of the program is to assist low-to-moderate income owner occupied homeowners with exterior improvements to meet health and safety standards; to provide the opportunity to realize measurable energy savings; provide with exterior ADA accessibility; and assist with emergency repairs.
Assistance is provided on a "first come first served" basis to eligible applicants. Maximum assistance is $5,000. If costs exceed this amount, the owner is responsible for the difference. Any funds left over after completion of the identified scope of work is returned to the program.

Eligible Properties
Program will assist single family residential properties located within the corporate boundaries of City of Jefferson. Program will not assist properties located within the floodplain. To check if your property is located within the floodplain visit FEMA Mapping Center.
A Property/Housing Inspector will complete an interior/exterior inspection of the property to determine items that do not meet the adopted city code. Based on the results of the inspection will determine the scope of work to be completed as part of the Minor Home Repair Program.
Ineligible Activities
The following is a list of items not funded by the program. List is not all inclusive:
- Program will not assist with activities deemed as maintenance. Maintenance activities are any costs that recurs on a regular basis (generally less than five years).
- Interior improvements such as flooring, electrical, kitchen, bathroom, wall or ceiling improvements.

Public Facility and Infrastructure Improvements
City utilizes CDBG funds for infrastructure upgrades in order to preserve and improve low-moderate- income area neighborhoods. Improvements may include but not limited to sidewalks, curb, guttering, water, sewer, roads, etc.

Neighborhood Improvement (Demolition)
The purpose of the demolition program is to eliminate structures posing an imminent threat to the health and safety of the community. CDBG funds are available to benefit non-for-profit organizations to assist removing slum and blight to construct low-to moderate housing or to remove structures from the floodplain. Neighborhood Reinvestment Act Down Payment Incentive Program - Accepting Applications
The City of Jefferson has authorized a dollar for dollar match down payment incentive program to enhance, encourage and support reinvestment in the City's core. Maximum down payment incentive is up to $5,000.00 to be applied to the purchase of eligible real estate. The amount provided is determined on the cash contribution towards purchase at closing. Program is available on a first come, first served basis until all funds have been disbursed.
The owner shall agree to permit the City to recapture the full amount of down payment incentive made if the owner ceases to occupy the property as the primary residence within 5 years of the date when the owner first becomes eligible to participate in the program. The owner shall further agree to permit the City to assert a lien on the real estate in form of a Deed of Trust in the amount of down payment incentive made.
Eligible Real Estate:
1. Areas of eligibility include Old Town and East Side District. Reinvestment Incentive Area Boundary Map.
2. The residential structure located on real property constructed before December 31, 1959.
3. Residential Structure includes owner occupied single family dwelling or dwelling constructed as a duplex containing no more than two residential units.
4. The real property was purchased from a third party in a good faith, arms-length transaction.
5. The residential structure has either been vacant or used for some other purpose other than exclusively owner-occupied residence during 180 days preceding the date of purchase.
6. The real property has a fair market value of no more $150,000.00 at the time of purchase.
7. The property has not been previously assisted with the program for the past 10 years.
8. The property does not have any delinquent taxes, liens, assessments or other fees due to the City.
9. The eligible structure is occupied as the owner's primary residence for 5 years following purchase.

Residential Tax Reimbursement - Not accepting applications
The City of Jefferson has authorized a real estate tax reimbursement incentive program to enhance, encourage and support reinvestment in the City's core. Application for this program are to be made in the year the property is purchased. Maximum tax reimbursement incentive is $2,000.00 per year for 5 years. Requests for reimbursement shall be submitted to the Department of Planning and Protective Services no later than June 30 each year.
The owner shall agree to permit the City to recapture the full amount of any tax reimbursement made if the owner ceases occupying the property as the owner's primary residence within 5 years of the date when the owner first becomes eligible to participate in the program. The owner shall further agree to permit the City to assert a lien on the real estate in form of a Deed of Trust in the amount of the previous year real estate tax amount times five as an estimate of reimbursements made to the property owner.
Eligible Real Estate:
1. Areas of eligibility include Old Town and East Side District. Reinvestment Incentive Area Boundary Map.
2. The residential structure located on real property constructed before December 31, 1959.
3. Residential Structure includes owner occupied single family dwelling or dwelling constructed as a duplex containing no more than two residential units.
4. The real property was purchased from a third party in a good faith, arms-length transaction.
5. The residential structure has either been vacant or used for some other purpose other than exclusively owner-occupied residence during 180 days preceding the date of purchase.
6. The real property has a fair market value of no more $150,000.00 at the time of purchase.

Not accepting applications. Those that are currently participating in the program are eligible to turn in their 2021 paid tax receipt for reimbursement.
Commercial Facade Improvement Incentive - Not accepting applications
The City of Jefferson has authorized a Commercial Façade Improvement program to enhance the aesthetics of the City by improving the facades of older commercial buildings. The incentive is in a form of a tax reimbursement. To be eligible the application must be made and approved by the Facade Improvement Committee prior to beginning of work.
Maximum tax reimbursement incentive is $3,000.00 per year for 3 years. If the upper floors of the building are also in occupied as residential or commercial space, the owner may apply for and receive tax reimbursement for an additional two years. Requests for reimbursements shall be submitted to the Department no later than June 30th each year.
The first year an owner may be eligible for real estate tax reimbursement shall be either the year in which the owner completes the approved façade improvements to the property, or the following year, at the owner’s election. The tax reimbursement shall be pro-prated, if the owner chooses to select the year of completed façade improvement as first year of reimbursement.
Eligible Real Estate
1. Areas of eligibility include Old Town District. Reinvestment Incentive Area Boundary Map.
2. The property must be in a commercial zone and the building to be improved must be used, at the time the application is made, for a purpose which would require a commercial zone.
3. The structure located on real property constructed before December 31, 1959.
4. The real property including the structure has a fair market value of $40,000.00 at time of application.
5. The property does not have any delinquent taxes, liens, assessments, or other fees due to the City.
6. Owner(s) have committed to spending no less than $10,000.00 for rehabilitation of the property.
7. Improvement projects must meet appearance guidelines published by the Historic Preservation Commission.
8. Plans for building/façade improvements must be approved by the Façade Improvement Committee.
Not accepting applications
Adaptive Reuse Incentive - Not accepting applications
The City of Jefferson has authorized an Adaptive Reuse program to enhance, encourage and support reinvestment in the City’s core. The purpose of this program is to bring vacant buildings which have outlived their original residential purpose and adapt the building for new uses while retaining their historic features.To be eligible, the application must be made and approved by the Facade Improvement Committee prior to beginning of work.
The incentive comes in the form of tax reimbursement. Maximum tax reimbursement incentive is $2,000.00 per year for 2 years. Requests for reimbursements shall be submitted to the Department no later than June 30th each year.
The owner of the real estate shall agree to permit the City to recapture the full amount of any tax reimbursements made if the property ceases to be occupied within 5 years of the date when the owner first becomes eligible to participate in the program. The owner shall further agree to permit the City to assert a lien on the real estate in form of a Deed of Trust in the amount of the $4,000.00 made to the property owner.
Eligible Real Estate
1. Real estate must be entirely situated within the corporate limits of the City.
2. The residential structure located on real property constructed before December 31, 1959.
3. The residential structure is vacant, and has been continuously vacant for a period of at least 180 days.
4. The real property including the residential structure has a fair market value of $40,000.00 at the time of purchase.
5. Property is included in one of the adopted neighborhood plans and the proposed use of the property is in compliance with such plan.
6. The property does not have any delinquent taxes, liens, assessments, or other fees due to the City.
7. Property is ineligible to participate in other Neighborhood Reinvestment Act Programs.
8. Owner(s) have committed to spending no less than $10,000.00 for rehabilitation of the property.
9. Improvement projects must meet appearance guidelines published by the Historic Preservation Commission.
10. Plans for building/facade improvements must be approved by the Facade Improvement Committee.

Rental Facade Improvement - Not accepting applications
The City of Jefferson has authorized a Rental Facade Improvement program to enhance the aesthetics of the City by improving the exterior appearance and condition of neighborhood residential rental properties.
The Rental Façade Improvement Program assist landlords to complete façade improvements by reimbursing up to 50% of the cost of improvements to the building. Eligible properties include single family and duplexes as originally constructed. Single family properties that have been split into multi-units are not eligible for this program, unless converted back to original use is completed.

- Removal of facade materials not original to the building.
- Window and/or door repair/replacement. Restoration of the original windows and doors is encouraged. If replacing windows, must be of vintage series.
- Restoring original ironwork elements to enhance the appearance of residence.
- Repair, restore, replace or install steps by using appropriate quality materials.
Ineligible Activities
- Routine maintenance. Maintenance may be defined as any improvement needed on a regular basis, i.e. 5 years or less.
- Landscaping activities including planting, reconfiguring driveways, sidewalks, etc.
- Improvements started or completed prior to application.
- Anything deemed ineligible by the Facade Improvement Committee.
Application Process - Not accepting applications

Funding is limited. Applications are reviewed and ranked by the Facade Improvement Committee. Applicant will be notified of the date and time of the meeting. Plan to attend the meeting to answer any questions regarding the project. |

Submit along with the application drawings of proposed changes, color swatches, window/door pamphlet and/or any other pertinent information. |

Make an appointment with Property/Housing Inspector to complete an interior inspection of rental property. The City wants to make sure the rental property is a safe place to live. Our Property/Housing Inspector will identify any health and safety issues and provide corrective actions to take. |
