2024-2029 CDBG Consolidated Plan

The City of Jefferson must prepare a Consolidated Plan every five years that outlines the City's plans for the use of U.S. Department of Housing and Urban Development (HUD) grants in infrastructure, housing, public services, and economic development. Projects must typically benefit low to moderate income persons.

A survey was developed to enable the City of Jefferson to prioritize its HUD funding. This survey was open until January 27, 2023. 91 participants took this survey. 

A public meeting to discuss the survey results and to plan future activities will be held on Wednesday, March 22, 2023 at 4:00 pm in the City Council Chambers, 320 E. McCarty Street, Jefferson City, MO. The public may attend in person or virtually via WebEx.

A press release was distributed on March 9, 2023 to invite members of the public to participate in determining how CDBG funds are invested in the community.

There were several survey questions that required individual answers. These survey questions are listed below:

Q9. What new program or activity do you think would have the greatest impact in reducing or eliminating poverty for Jefferson City residents?

Q10. In which neighborhoods or areas should focus its CDBG funding?

Q11. Do you have other comments about the CDBG programs?

Q16.  How many people currently live in your household?

Q22 and Q23.  Have your or anyone you know experienced the inability to rent or purchase a home due to race/ethnicity, gender, age, disability, national origin, or family structure?

Q24 and Q25.  Have  you or anyone you know experienced landlords refusing to accept Section 8 Housing Choice Vouchers or other rental subsidies?

Q26 and Q27.  Have you or anyone you know experienced landlords refusing to make reasonable exterior accommodations or refusing to allow the tenant to make reasonable interior accommodations for a disability?

Q28 and Q29.  Have you or anyone you know experienced landlords refusing to allow service or assistance animals for disabled residents?

Q30 and Q31.  In your opinion, are there any areas in Jefferson City with high concentrations of low income residents or protected classes that do not have the same public facilities, infrastructure, schools or protection as the rest of the City?

Q32 and Q33. in your opinion, are there negative public or private facilities or infrastructures (land fills, toxic waste dumps, prisons, dangerous/unhealthy industries, etc.) located in or adjacent to neighborhoods with concentrations of low income residents or protected classes in Jefferson City?
