Neighborhood Stabilization Program

In 2009, the City of Jefferson was awarded $440,776 from State of Missouri Department of Economic Development Neighborhood Stabilization Program (NSP) through the U.S. Department of Housing and Urban Development.  Through NSP, the City purchased 6 foreclosed properties for the purpose of rehabilitation, demolition and/or redevelopment of vacant sites for new construction by River City Habitat for Humanity.

The City of Jefferson is offering 408 Lafayette St for sale.  Sealed bids are to be received at the Office of the Purchasing Agent until 1:30 pm, March 15, 2018. For additional information on the bid process, documents, etc. by visiting the Finance Department, Purchasing Office page. 

Background Information
The City of Jefferson acquired the property through the Neighborhood stabilization Program (NSP) in 2010.  The property is partially located within the 100 year floodplain triggering the substantial improvement rule, which prohibits improvements of greater than 50% of the value of the building.  Lead testing has confirmed lead based paint on all windows and on the third floor entry.  Asbestos inspection found no asbestos containing materials in the seven areas tested.  The roof was replaced in 2010.

The property will be open for viewing by appointments only on January 30, 2018, February 15, 2018 and  March 13, 2018.  All parties wishing to view the property must sign a waiver of liability and release prior to entering the property.  Appointments to view the property may be made by contacting Planning and Protective Services Department by email at jcplanning@jeffcitymo.org or by calling 573-634-6410.
